Los cubanos residentes en el exterior pueden invertir en la isla, según el Ministerio de Comercio Exterior y la Inversión Extranjera (Mincex) en el sitio oficialista Cubadebate.

“La ley 118 de Inversión Extranjera no establece ninguna limitación respecto al origen del capital. En ese sentido ciudadanos de origen cubano no están limitados de invertir en Cuba”, dijo el ministro Rodrigo Malmierca Díaz en Twitter.

A raíz de este tuit, una funcionaria de ese ministerio aclaró que sí se puede. Sin embargo, cuando le preguntan cuántos cubanos no residentes en la isla lo han podido hacer, no da ningún ejemplo concreto y solo dice que los proyectos están en estudio. “Han existido varias propuestas. Algunas no han prosperado por estar orientadas a actividades que no están comprendidas en las políticas sectoriales definidas para el capital foráneo. También hay algunas en proceso de negociación y en preparación para presentarse a aprobación”, respondió Déborah Rivas Saavedra, directora general de Inversión Extranjera del Mincex, al citado medio.

Según especificó a Cubadebate, los cubanos fuera de la isla deben presentar un proyecto al Mincex “a través de un órgano, organismo o entidad nacional patrocinador”. Sin embargo, la mayoría de los cubanos que han invertido en el país lo hicieron después de repatriarse a la isla, según cifras oficiales más de 40 mil desde que cambió la legislación en 2013.

Estos cubanos, que entran en otra categoría por residir dentro, han denunciado el decomiso de sus propiedades y algunos están en prisión sin cargos como Michel Muñiz Morejón, de 41 años, quien abrió el bar Berlín en Matanzas.

Su caso fue conocido por su esposa alemana, y pese a que Muñoz tiene doble nacionalidad, la embajada de Alemania en Cuba no puede hacer nada por él. También una cubana repatriada que gestionaba un bar en Alamar denunció “abuso de poder” porque el jefe de sector le cerró ese local al negarse a tener relaciones con él.

Sobre estos casos la funcionaria no se refirió en la entrevista con Cubadebate, pero sí especificó que los cubanos que residen fuera podrían invertir en “la producción eléctrica con fuentes renovables de energía, las industrias ligera, agroalimentaria, farmacéutica y biotecnológica, la construcción, el turismo, entre otros”.

Los cubanos residentes en el exterior pueden –según en Mincex– invertir en los 525 proyectos de la Cartera de Oportunidades de Negocios con Inversión Extranjera 2018-2019 e incluso “presentar proyectos no incluidos… siempre que se correspondan con las políticas sectoriales aprobadas”.
