El Departamento de Estado reiteró hoy su oferta de 100 millones de dólares en ayuda humanitaria a Cuba, distribuida por la Iglesia Católica, y emplazó al régimen a aceptarla o rendir cuentas.
WASHINGTON- El Departamento de Estado de EE.UU. emitió este miércoles una nota oficial en la que reiteró públicamente su oferta de 100 millones de dólares en asistencia humanitaria directa al pueblo cubano, condicionada a que el régimen de La Habana lo permita.
El comunicado, firmado por la Oficina del Portavoz, señala que Washington ha realizado «numerosas ofertas privadas» al régimen cubano —incluyendo apoyo para internet satelital gratuito y los 100 millones en ayuda humanitaria— y que La Habana las ha rechazado todas.
Según el Departamento de Estado, la ayuda sería distribuida en coordinación con la Iglesia Católica y otras organizaciones humanitarias independientes confiables, deliberadamente para evitar la intermediación del Estado cubano.
El comunicado emplazó directamente al régimen: «La decisión recae en el régimen cubano de aceptar nuestra oferta de asistencia o negar ayuda crítica que salva vidas y, en última instancia, rendir cuentas ante el pueblo cubano por interponerse en el camino de esa asistencia crítica».
El Departamento de Estado también subrayó que el sistema comunista cubano «solo ha servido para enriquecer a las élites y condenar al pueblo cubano a la pobreza».
La oferta había sido revelada por primera vez el pasado jueves por el secretario de Estado Marco Rubio desde Roma, un día después de reunirse con el Papa León XIV en el Vaticano, encuentro en el que Cuba y la ampliación de la ayuda humanitaria fueron el tema central.
En aquella ocasión, Rubio fue directo: «Le hemos ofrecido al régimen 100 millones de dólares en ayuda humanitaria que, lamentablemente, hasta ahora no han aceptado distribuir para ayudar al pueblo de Cuba».
El secretario de Estado también precisó que ya se habían distribuido seis millones de dólares a través de Cáritas y la Iglesia Católica como parte de la respuesta al huracán Melissa, que impactó el oriente de Cuba el 29 de octubre de 2025 como categoría tres, afectando a más de 2,2 millones de personas y causando más de 16,000 derrumbes totales o parciales.
TOTAL AYUDA OFRECIDA ANTES
En total, EE.UU. había comprometido nueve millones de dólares en ayuda post-Melissa hasta ese momento, beneficiando a unas 24,000 personas en Santiago de Cuba, Holguín, Las Tunas, Granma y Guantánamo.
La respuesta del régimen ha sido de negación y confrontación. El canciller Bruno Rodríguez Parrilla publicó el martes en X que la oferta de 100 millones era una «fábula» y una «mentira», negando haber recibido oferta formal alguna.
Rodríguez Parrilla exigió precisar quién aportaría el dinero, si sería en efectivo o en especie, a qué empresa se le comprarían los productos y cuándo se habría ofrecido oficialmente, y cerró con una pregunta retórica: «¿No sería más fácil levantar el cerco de combustible?».

The State Department today reiterated its offer of $100 million in humanitarian aid to Cuba—to be distributed by the Catholic Church—and challenged the regime to accept it or be held accountable.
WASHINGTON—The U.S. State Department issued an official statement this Wednesday in which it publicly reiterated its offer of $100 million in direct humanitarian assistance to the Cuban people, conditioned upon the Havana regime allowing it.
The statement, signed by the Office of the Spokesperson, notes that Washington has made “numerous private offers” to the Cuban regime—including support for free satellite internet and the $100 million in humanitarian aid—and that Havana has rejected them all.
According to the State Department, the aid would be distributed in coordination with the Catholic Church and other trusted independent humanitarian organizations, specifically to bypass the Cuban state as an intermediary.
The statement issued a direct challenge to the regime: “The decision lies with the Cuban regime: to accept our offer of assistance or to deny critical, life-saving aid—and, ultimately, to be held accountable before the Cuban people for standing in the way of that critical assistance.”
The State Department also underscored that the Cuban communist system “has served only to enrich the elites and condemn the Cuban people to poverty.”
The offer was first revealed last Thursday by Secretary of State Marco Rubio while in Rome, one day after meeting with Pope Leo XIV at the Vatican—a meeting in which Cuba and the expansion of humanitarian aid were the central topics.
On that occasion, Rubio was direct: “We have offered the regime $100 million in humanitarian aid which, regrettably, they have so far refused to allow to be distributed to help the people of Cuba.” The Secretary of State also specified that six million dollars had already been distributed through Caritas and the Catholic Church as part of the response to Hurricane Melissa, which struck eastern Cuba on October 29, 2025, as a Category 3 storm, affecting more than 2.2 million people and causing over 16,000 total or partial structural collapses.
