CADA VEZ es más tenso el ambiente entre Venezuela y Estados Unidos, ante el despliegue de tres buques norteamericanos, conocidos como “destructores”, hacia las costas del país vecino, que representan, según Nicolás Maduro, una “amenaza”.
Además, la propia portavoz de la Casa Blanca, Karoline Leavitt, ha reiterado que el Gobierno Trump está preparado para “usar todo su poder” para frenar el “flujo de drogas hacia su país”, al tiempo que califican al líder venezolano de dictador, narcotraficante y prófugo de la ley.
Y es que hasta el jefe de la diplomacia estadounidense, Marco Rubio, reiteró que el gobierno de Maduro es “una organización criminal”.
Un ambiente que en el escenario mundial no ha pasado desapercibido luego de que EE. UU. elevó la recompensa por 50.000 millones de dólares por información que conduzca a la captura del dictador.
Ante la situación, Maduro ha reaccionado y el lunes 18 de agosto, anunció el despliegue de 4,5 millones de milicianos en respuesta a lo que también califica como una intromisión a la soberanía, para que cuiden el territorio nacional, las cuales están “preparadas, activadas y armadas”.
La propia cifra de la Milicia Bolivariana sorprende a algunos, pero para otros es un grupo numeroso que hace parte de ese brazo armado político que ha estado, del lado del régimen chavista, por más de dos décadas.
Integrada por unos 5 millones de reservistas, según cifras oficiales, fue creada por el expresidente Hugo Chávez. Más tarde pasó a ser parte de uno de los cinco componentes de la Fuerza Armada Nacional Bolivariana (FANB).
“Esta semana voy a activar un plan especial para garantizar la cobertura con más de 4,5 millones de milicianos de todo el territorio nacional”, dijo Maduro en un acto transmitido por la TV, al ordenar “tareas” contra “la renovación de las amenazas extravagantes, estrambóticas y estrafalarias” de Estados Unidos contra Venezuela.
Además, el dictador venezolano pidió a las bases políticas de su gobierno avanzar en la conformación de las milicias campesinas y obreras “en todas las fábricas”.
“Civiles adoctrinados”
La presencia de las milicias siempre ha estado en los distintos actos de congregación que tanto Hugo Chávez como el propio Nicolás Maduro han organizado para apoyar al régimen.
Ernesto Romero, consultor en gobernanza y políticas de seguridad, en diálogo con SEMANA, señaló que “están formados ideológicamente e inspirados en el modelo cubano de ‘la guerra de todo el pueblo’, la lucha de clases y la guerra de guerrillas”.
Y si bien la Guardia Nacional se ha encargado de controlar los puestos de comando, los puertos, aeropuertos, carreteras, puntos de controles estratégicos, en el caso de las milicias “lo que harían es complementar o reforzar esos puntos custodiados por la Guardia Nacional, pero sobre todo concentrarlos alrededor de zonas como el Palacio de Miraflores, la Asamblea Nacional, entre otros”.
“Son civiles adoctrinados y responden directamente a lineamientos netamente políticos de la estructura del partido de gobierno del PSV”, explicó.
“Nula capacidad militar”
Maduro lo ha mencionado en varias oportunidades y hasta ha retado al propio Trump en tono agresivo al decir: “Venga por mi cobarde”, hasta alentar a que las milicias tengan “¡fusiles y misiles para la fuerza campesina! Para defender el territorio, la soberanía y la paz de Venezuela”.
“Tienen una nula capacidad desde el punto de vista militar”, así lo manifestó el experto en defensa y seguridad Erich Saumet para SEMANA, por lo que su alcance de respuesta ante los desplazamientos en la costa venezolana por parte de Estados Unidos no se darían.
Saumet indicó que no tienen “absolutamente ninguno rol, por lo menos desde el punto vista militar” al ser un cuerpo enteramente politizado que sirve a los intereses del régimen.
“Tal vez también Maduro usa a esta personas de las milicias bolivarianas como un escudo”, asegura Tania Rodríguez, experta en defensa y terrorismo, pues solo la Guardia Nacional Bolivariana tendrá el papel de defender a Venezuela.
EE. UU., ¿una real amenaza para Maduro?
Varios congresistas estadounidenses, como María Elvira Salazar, han señalado en su cuenta de X que Maduro “tiene los días contados” ante lo que va a ser su salida del Gobierno y la caída del régimen chavista.
Romero señala que hasta el propio presidente venezolano en sus últimas declaraciones “ha dicho que no ha dormido, pero que el de los Estados Unidos (Donald Trump) tampoco lo va a hacer”, dando una muestra de que al interior del Gobierno no están del todo cómodos.
“Ha hecho declaraciones dando a entender que hay personas que pueden estar dudando de continuar o no siendo fieles al régimen. Todas estas son muestras de que Maduro se siente amenazado y está afectado por las decisiones y las declaraciones del gobierno de los Estados Unidos”.
Rodríguez va más allá e indicó que es posible que se esconda en un búnker o en un barrio periférico, pues “a Maduro se le nota bastante nervioso”.
“Sus palabras indican que está nervioso y cualquier cuestión puede hacer Maduro, intentar huir por tierra, mar o aire. Ahora que lo logre, eso sí, lo tiene más complicado, sobre todo, si quiere llegar a sus aliados”, dijo.

Faced with the situation, Maduro has reacted and on Monday, August 18, announced the deployment of 4.5 million militia members in response to what he also describes as an intrusion into sovereignty. These militia members are “prepared, activated, and armed” to protect the national territory.
The sheer number of the Bolivarian Militia surprises some, but for others, it is a large group that is part of the political armed wing that has sided with the Chavista regime for more than two decades.

“Indoctrinated Civilians”
The militias have always been present at the various rallies that both Hugo Chávez and Nicolás Maduro himself have organized to support the regime.
Ernesto Romero, a consultant on governance and security policies, in an interview with SEMANA, noted that “they are ideologically formed and inspired by the Cuban model of ‘the war of all the people,’ class struggle, and guerrilla warfare.”
And while the National Guard has been tasked with controlling command posts, ports, airports, highways, and strategic checkpoints, in the case of the militias, “what they would do is complement or reinforce those points guarded by the National Guard, but above all, concentrate them around areas such as the Miraflores Palace and the National Assembly, among others.”
“They are indoctrinated civilians and respond directly to the purely political guidelines of the PSV governing party structure,” he explained.
“Zero military capacity”
Maduro has mentioned this on several occasions and has even challenged Trump himself in an aggressive tone, saying, “Come for me, coward,” and even encouraging the militias to have “rifles and missiles for the peasant force! To defend the territory, sovereignty, and peace of Venezuela.”
“They have zero capacity from a military perspective,” defense and security expert Erich Saumet told SEMANA, so their response to the US-led displacements along the Venezuelan coast would be ineffective.
Saumet indicated that they have “absolutely no role, at least from a military perspective,” as they are an entirely politicized force that serves the regime’s interests.
“Perhaps Maduro is also using these people from the Bolivarian militias as a shield,” says Tania Rodríguez, an expert on defense and terrorism, since only the Bolivarian National Guard will have the role of defending Venezuela.
The US: A Real Threat to Maduro?
Several US congressmen, such as María Elvira Salazar, have stated on her X account that Maduro’s “days are numbered” given what will be his departure from the government and the fall of the Chavista regime.
Romero points out that even the Venezuelan president himself, in his latest statements, “has said he hasn’t slept, but that the US president (Donald Trump) isn’t going to either,” indicating that things are not entirely comfortable within the government.
“He has made statements implying that there are people who may be hesitating to continue or not remain loyal to the regime. All of these are signs that Maduro feels threatened and is affected by the decisions and statements of the US government.”
Rodríguez goes further, indicating that he may be hiding in a bunker or in a peripheral neighborhood, as “Maduro seems quite nervous.”
“His words indicate that he’s nervous, and Maduro could do anything, try to escape by land, sea, or air. Now that he’s successful, it’s more difficult, especially if he wants to reach his allies,” he said.
