Pero no cuenta que en septiembre de 1988 siendo embajador en Londres, uno de los miembros de la delegación cubana en el Reino Unido, Carlos Medina Pérez, abrió fuego indiscriminadamente en una concurrida calle de la capital británica para impedir la deserción del régimen de otro diplomático cubano, dejando a un hombre con heridas de bala.

En consecuencia el gobierno británico expulsó al embajador cubano y al tercer secretario de la embajada, Medina Pérez.

El Ministerio de Asuntos Exteriores británico se negó a dar detalles en su momento, aunque Scotland Yard dijo que el herido era un miembro de los servicios de Seguridad del Reino Unido. Pero antes de todo eso, el joven Oscar, natural de Colón, Matanzas, concluyó la enseñanza primaria y se hizo médico en la Universidad de La Habana. Era apuesto, deportista y comandante del ejército rebelde que había tomado el poder en La Habana en enero de 1959. Dormía en las residencias que ocupaba el argentino Ernesto Che Guevara; su novia y después esposa, Odalys Fuentes, era famosa modelo desde los 50, tanto con la cerveza Hatuey, como Max Factor , además de y actriz cubana desde los 50. Guevara fue el padrino de los esponsales.

Fue jefe de los servicios médicos de las FAR, jefe del estado mayor del ejército occidental, y miembro del Comité Central del Partido Comunista de Cuba de 1965 a 1991. Estuvo con Guevara en la fracasada aventura africana.
