(OPINIÓN) LOS EMIGRADOS CUBANOS: DE EXCLUIDOS A “INVITADOS ESPECIALES” A LAS INVERSIONES EN CUBA. PHOTOS.

¿Por qué el castrismo tiene que ‘convencer’ a los emigrados cubanos de algo tan natural como debería ser invertir en su tierra de origen?

Fidel Castro, bajo la coartada de la nación-Revolución como bien supremo —dentro de la Revolución todo, contra la Revolución nada— convirtió a los cubanos en parias en su propia tierra, ciudadanos de segunda con respecto a la élite gobernante y a los extranjeros. Bajo Raúl Castro, el régimen comenzó a otorgar permisos temporales —pues no son derechos— que aparentan zanjar esa humillante situación.

Hoy, la mayoría de los cubanos tiene permiso para viajar, vender sus propiedades, acceder a internet o tener celular, entrar a cualquier hotel —excepto los del turismo de salud— restaurante o tienda, mientras puedan pagar, crear pequeñas empresas —con muchas excepciones y cortapisas—, manejar moneda extranjera y mantener una relación normal con sus familias exiliadas.

Lo hecho por Raúl Castro, directamente o vía testaferros, ha sido devolver, lenta, parcial y solo cuando es conveniente al régimen, algunas capacidades arrebatadas por su hermano mayor al pueblo, aunque negándole aún el único derecho que verdaderamente importa: el derecho a tener derechos, que solo se realiza con el poder político.

LAS MAS RECIENTES MEDIDAS

La más reciente de estas restituciones es permitir a los cubanos residentes en el extranjero invertir en Cuba, lo que los igualaría a los extranjeros, que siempre han podido hacerlo.

Aunque desde 2014 la Ley No. 118 de Inversión Extranjera no establece restricción sobre el origen del capital, abriendo la puerta a cubanos radicados en el extranjero, “esta posibilidad no se ha concretado en demasía”, reconoció por estos días Rodrigo Malmierca, ministro de Comercio Exterior e Inversión Extranjera, quien además anunció un panel de oportunidades de negocios e inversiones específicamente dirigido a convencer a los emigrados. “Nos interesa que todo capital extranjero pueda venir a Cuba, incluyendo el de los cubanos residentes en el exterior”, dijo.

En el pasado, regiones gallegas, andaluzas o canarias se desarrollaron gracias a inversiones que españoles emigrados hicieron desde Cuba. Importantísima es hoy en sus países la inversión que realizan dominicanos y mexicanos residentes en Estados Unidos. ¿Por qué hay que “convencer” a los cubanos de algo tan natural como debería ser invertir en su tierra de origen?

La respuesta obvia es que, aunque para aquellos connacionales que han amasado capital fuera pueda haber un sesgo afectivo a favor de invertir en Cuba, se resisten a hacerlo porque en el país no hay Derecho. Solo existe la voluntad del Gobierno, por lo que es posible saber cómo entrar a la finca ahora que el castrismo invita, pero no cómo se saldrá cuando ya no le interese.

CAMBIOS COSMETICOS

Los permisos otorgados por el neocastrismo en la última década no engañan a muchos; se sabe que son cambios cosméticos, mera modernización del envoltorio. Dentro, sigue la misma dictadura que desprecia al pueblo.

Así lo han comprobado los pocos emigrados que, contra todo sentido común, amparados en la Ley 118 han intentado invertir en la Isla en estos últimos años. A la mayoría los han rechazado —sí, rechazado—, según Malmierca porque sus proyectos “no eran realmente de interés para la parte cubana”; eran “demasiado pequeños”, no estaban en las prioridades de la política estatal.

El castrismo se arroga en exclusiva ser “la parte cubana”, y nada le importa cuántos ciudadanos habrían encontrado empleo en esas pequeñas inversiones, o cuántos bienes y servicios habrían generado para el pueblo; sencillamente, no eran de interés de la dictadura.

¿Por qué la “parte cubana” ha negado permisos para estas inversiones? ¿Cómo afecta al país cualquier inversión por pequeña que sea? La única respuesta posible es que el Gobierno, en su afán totalitario y maniaco del control, no quiere dispersas por la Isla miríadas de cubanoamericanos fomentando una clase media autóctona, independiente del Estado e internacionalmente conectada.

Un Gobierno capaz de comportarse así es capaz de todo, y el día que no necesite, o que crea conveniente deshacerse de aquellos que invirtieron en Cuba, sencillamente lo hará.

En todo caso, muy desesperado debe estar el neocastrismo cuando ya no solo busca que los emigrados, desde lejos, envíen sus remesas y sus recargas, sino que ahora también los invita a venir personalmente a salvar la patria socialista con sus fajos de dólares capitalistas. Eso sí, invirtiendo en lo que quiera el Gobierno, que para eso es el dueño de la Isla. Tan podrido está el castrismo que no puede vivir sin “gusanos”.

Why does Castroism have to “convince” Cuban émigrés of something as natural as it should be to invest in their land of origin?

Fidel Castro, under the alibi of the nation-Revolution as the supreme good – within the Revolution everything, against the Revolution nothing – turned Cubans into pariahs in their own land, second-class citizens with respect to the ruling elite and foreigners. Under Raúl Castro, the regime began to grant temporary permits —because they are not rights— that appear to settle this humiliating situation.

Today, the majority of Cubans have permission to travel, sell their properties, access the internet or have a cell phone, enter any hotel – except for health tourism – restaurant or store, as long as they can pay, create small businesses – with many exceptions. and restrictions—, handling foreign currency and maintaining a normal relationship with their exiled families.

What Raúl Castro has done, directly or via front men, has been to return, slowly, partially and only when it is convenient for the regime, some capacities taken by his older brother from the people, although still denying him the only right that really matters: the right to have rights, which is only done with political power.

THE MOST RECENT MEASURES

The most recent of these restitutions is to allow Cubans residing abroad to invest in Cuba, which would make them equal to foreigners, who have always been able to do so.

Although since 2014, Law No. 118 on Foreign Investment does not establish a restriction on the origin of capital, opening the door to Cubans living abroad, “this possibility has not materialized too much,” Rodrigo Malmierca, Minister of Foreign Affairs, recognized these days. Foreign Trade and Foreign Investment, who also announced a panel of business and investment opportunities specifically aimed at convincing emigrants. “We are interested in ensuring that all foreign capital can come to Cuba, including that of Cubans residing abroad,” he said.

In the past, regions of Galicia, Andalusia, or the Canary Islands developed thanks to investments made by Spanish emigrants from Cuba. Today the investment made by Dominicans and Mexicans residing in the United States is extremely important in their countries. Why should we “convince” Cubans of something as natural as it should be to invest in their land of origin?

The obvious answer is that, although for those compatriots who have amassed capital abroad there may be an affective bias in favor of investing in Cuba, they are reluctant to do so because there is no law in the country. There is only the will of the Government, so it is possible to know how to enter the farm now that Castroism invites, but not how it will get out when it is no longer interesting.

COSMETIC CHANGES

The permits granted by neo-Castroism in the last decade do not fool many; they are known to be cosmetic changes, mere packaging modernization. Inside, the same dictatorship continues that despises the people.

This has been verified by the few emigrants who, against all common sense, protected by Law 118 have tried to invest in the Island in recent years. Most of them have been rejected – yes, rejected -, according to Malmierca because their projects “were not really of interest to the Cuban side”; they were “too small”, they were not in the priorities of state policy.

Castroism exclusively claims to be “the Cuban part”, and it does not care how many citizens would have found employment in these small investments, or how many goods and services they would have generated for the people; they were simply not of interest to the dictatorship.

Why has the “Cuban side” denied permits for these investments? How does any investment, no matter how small, affect the country? The only possible answer is that the Government, in its totalitarian and maniacal desire for control, does not want myriads of Cuban-Americans to be dispersed on the island, fostering an indigenous middle class, independent from the State and internationally connected.

A government capable of behaving like this is capable of everything, and the day it does not need, or that it sees fit, get rid of those who invested in Cuba, it will simply do so.

In any case, neo-Castroism must be very desperate when it not only seeks that emigrants, from afar, send their remittances and recharges but now also invites them to come personally to save the socialist homeland with their wads of capitalist dollars. Of course, investing in whatever the Government wants, which is the owner of the Island for that. Castroism is so rotten that it cannot live without “worms.”
