El Parlamento ruso ratifica un acuerdo de cooperación militar con Cuba. El Kremlin asegura que la medida fortalecerá las relaciones bilaterales, mientras EEUU denuncia la participación de cubanos en la guerra de Ucrania.
MOSCU- La Duma Estatal (cámara baja del Parlamento) de Rusia ratificó este martes, en sesión plenaria, el acuerdo intergubernamental de cooperación militar con Cuba, que “estipula cuestiones que afectan a la capacidad de defensa de Rusia”, indicó la prensa de la nación euroasiática. La confirmación del acuerdo sucede mientras EEUU denuncia la masiva participación de mercenarios cubanos en la guerra de Ucrania y ejerce presiones diplomáticas al respecto, informó la agencia EFE.
El Kremlin señaló que la ratificación de este documento “garantizará las bases legales necesarias para definir los objetivos, direcciones y formas de cooperación militar bilateral” y reforzará el fortalecimiento y desarrollo de las relaciones entre Rusia y Cuba en la esfera militar.
Según el diario Rossiyskaya Gazeta, el documento fue firmado en La Habana el 13 de marzo de este año, y en Moscú el 19 de marzo. Lo anterior no fue reportado públicamente, por lo que el acuerdo habría sido negociado con total discreción.
Añade el reporte que el acuerdo contiene normas que no están previstas en la legislación local, en particular el Código Penal, el Código de Procedimiento Penal y el Código de Infracciones Administrativas de la Federación de Rusia. No se precisan cuáles son esas normas.
Señala la publicación que Rusia y Cuba pueden plantear la cuestión del aumento de la cooperación técnico-militar en relación con la llegada a la Isla de un nuevo jefe de especialistas militares rusos, informó anteriormente el jefe del Comité de Defensa de la Duma Estatal, Andrei Kartapolov.
CUBANOS EN LA GUERRA DE UCRANIA.
La Habana estrechó su alianza con Moscú a raíz del inicio del conflicto bélico en febrero de 2022. Desde entonces, los aparatos militares y de seguridad de Cuba y Rusia se han acercado aún más. Asimismo, miles de cubanos se han unido al Ejército invasor ruso en una operación de reclutamiento en la Isla a través de las redes sociales que La Habana no atajó.
En tal sentido, esta ratificación tiene lugar días después de que el Departamento de Estado de EEUU distribuyese a sus diplomáticos un memorando interno en el que denuncia que entre 1.000 y 5.000 cubanos han sido reclutados como mercenarios para el Ejército ruso, convirtiendo a Cuba en una de las principales fuentes de combatientes extranjeros, por lo que les indica presionar contra una resolución de la ONU que pide a Washington que levante su embargo de décadas contra el régimen de Cuba.
“Después de Corea del Norte, Cuba se ha convertido en la mayor fuente de mercenarios extranjeros para el ejército ruso”, afirma el memorando, que acusa a La Habana de haber “fallado en proteger a sus ciudadanos de ser utilizados como peones en la guerra ruso-ucraniana”.
En este contexto, además, el régimen cubano estrechó la cooperación militar con el principal aliado de Moscú en la guerra, Bielorrusia. Así, el jefe del Estado Mayor General de las Fuerzas Armadas Revolucionarias (FAR), Roberto Legrá Sotolongo, llegó esta semana a Minsk para completar una agenda que incluye la discusión de “medidas prácticas” para la preparación de actividades de entrenamiento para militares cubanos “teniendo en cuenta la experiencia de conflictos armados contemporáneos”.
En los últimos años, el régimen de La Habana ha acogido a delegaciones militares rusas, ha sido anfitrión de maniobras navales y ha recibido promesas de inversión en sectores estratégicos, mientras endurece su retórica antiestadounidense y mantiene silencio sobre los términos de estos acuerdos de defensa.

The Russian Parliament ratifies a military cooperation agreement with Cuba. The Kremlin asserts that the measure will strengthen bilateral relations, while the US denounces Cuban participation in the war in Ukraine.
MOSCOW—The Russian State Duma (lower house of Parliament) ratified this Tuesday, in a plenary session, the intergovernmental agreement on military cooperation with Cuba, which “stipulates issues affecting Russia’s defense capability,” according to the Eurasian nation’s press. The confirmation of the agreement comes as the US denounces the massive participation of Cuban mercenaries in the war in Ukraine and exerts diplomatic pressure on the matter, reported the EFE news agency.
The Kremlin stated that the ratification of this document “will guarantee the necessary legal basis for defining the objectives, directions, and forms of bilateral military cooperation” and will reinforce the strengthening and development of relations between Russia and Cuba in the military sphere.
According to the newspaper Rossiyskaya Gazeta, the document was signed in Havana on March 13 of this year, and in Moscow on March 19. This was not publicly reported, so the agreement was reportedly negotiated in complete secrecy.
The report adds that the agreement contains provisions not provided for in local legislation, particularly the Criminal Code, the Code of Criminal Procedure, and the Code of Administrative Offenses of the Russian Federation. These provisions are not specified.
The publication notes that Russia and Cuba may raise the issue of increasing military-technical cooperation in connection with the arrival on the island of a new chief of Russian military specialists, the head of the State Duma Defense Committee, Andrei Kartapolov, previously reported.
CUBANS IN THE WAR IN UKRAINE
Havana strengthened its alliance with Moscow following the outbreak of the war in February 2022. Since then, the military and security apparatuses of Cuba and Russia have grown even closer. Thousands of Cubans have also joined the invading Russian army in a recruitment operation on the island through social media, which Havana has not stopped.
In this regard, this ratification comes days after the US State Department distributed an internal memorandum to its diplomats denouncing that between 1,000 and 5,000 Cubans have been recruited as mercenaries for the Russian army, making Cuba one of the main sources of foreign fighters. It therefore instructs them to lobby against a UN resolution calling on Washington to lift its decades-long embargo against the Cuban regime.
“After North Korea, Cuba has become the largest source of foreign mercenaries for the Russian military,” the memorandum states, accusing Havana of having “failed to protect its citizens from being used as pawns in the Russo-Ukrainian war.”
In this context, the Cuban regime also strengthened military cooperation with Moscow’s main ally in the war, Belarus. Thus, the Chief of the General Staff of the Revolutionary Armed Forces (FAR), Roberto Legrá Sotolongo, arrived in Minsk this week to complete an agenda that includes discussing “practical measures” for preparing training activities for Cuban military personnel “taking into account the experience of contemporary armed conflicts.”
In recent years, the Havana regime has welcomed Russian military delegations, hosted naval maneuvers, and received promises of investment in strategic sectors, while toughening its anti-US rhetoric and remaining silent on the terms of these defense agreements.
