EL COMITE CONTRA la Desaparición Forzosa de las Naciones Unidas exigió este jueves al Gobierno de Cuba información sobre las 187 personas en paradero desconocido tras las protestas iniciadas el 11 de julio por todo el país y la identificación de los “perpetradores”.
La acción urgente emitida por el Comité responde a una denuncia enviada el día anterior por la organización Cuban Prisoners Defenders, que recuerda que centenares de personas fueron detenidas en más de 15 ciudades desde el domingo y que aún no han tenido contacto con sus familiares “ni existiría documentación oficial sobre su paradero”.
Ante la petición, la ONU requiere al régimen que lleve a cabo una investigación sobre las personas desaparecidas “estableciendo una estrategia integral, garantizando que puedan comunicarse con sus allegados y defensa jurídica”.
El Comité exigió, además, que se proporcione “información actualizada sobre las acciones tomadas al respecto y su resultado”, dejando claro que La Habana tiene hasta el próximo 30 de julio de 2021 para llevar a cabo las acciones exigidas.
Sobre la identificación de “los perpetradores de la alegada desaparición forzada de las 187 personas”, que solicitan, Naciones Unidas pide a la vez “informar al Comité sobre todo ello”.
“En el supuesto que las 187 personas se encuentren privadas de libertad”, solicitó que se garantice la comunicación con sus familias, abogados o cualquier otra persona que elijan y que además puedan recibir su visita.

Por su parte, el Observatorio Cubano de Derechos Humanos (OCDH) denunció este jueves “la indefensión judicial de los detenidos y la cacería contra los manifestantes”.
“No hay ley, Cuba se encuentra en un estado de sitio o excepción no declarado, mientras las fuerzas represivas continúan con la represión, organizando redadas, allanando viviendas para detener a manifestantes con total discrecionalidad y violencia”, expuso la organización con sede en Madrid.
El Observatorio también alegó que “las estaciones de policía no reciben a los abogados contratados por los familiares para representar a los detenidos”. Además, “los tribunales cubanos permanecerán cerrados por una semana, por lo que en ese periodo de tiempo será imposible interponer recursos en favor de las víctimas de la represión”.
Informes recibidos por el OCDH señalan que varias personas del municipio de Bauta, en Artemisa, “se han refugiado en el monte, huyendo de la persecución”. “Autobuses con trabajadores de organismos estatales están saliendo de sus provincias para reprimir en otras regiones donde no les conozcan”, alertó el Observatorio.
En ciudades como Camagüey, “autobuses ocupados por la policía están siendo utilizados para detener y transportar a los manifestantes que han sido identificados en los videos de las protestas publicados en redes sociales. “Mientras, madres y familiares deambulan por los centros de detención recabando información sobre sus familiares detenidos y/o desaparecidos”.
En su reclamo, el OCDH también informó que los observadores en la Isla han reportado que “las prisiones permanecen cerradas” y muchos detenidos han sido trasladados a la cárcel “como medida cautelar” y no tienen comunicación con sus familias. Los que han sido liberados “están siendo obligados a permanecer en sus viviendas” y además a muchos les han impuesto multas de entre 300 y 5.000 pesos.
LA ALTA COMISIONADA PIDE URGENTE LIBERACION DE PRISIONEROS
La alta comisionada de las Naciones Unidas para los Derechos Humanos, Michelle Bachelet, pidió este viernes la urgente liberación en Cuba de todas las personas que han sido detenidas por “ejercer su derecho a la libertad de reunión pacífica, opinión y expresión” durante las jornadas de protesta.
La alta comisionada también lamentó la muerte de un manifestante en las protestas de La Habana, y pidió una investigación “independiente, transparente y eficaz” del suceso, tras la cual los responsables sean sancionados. Bachelet manifestó su preocupación por las detenciones, entre ellas las de varios periodistas, así como el “presunto uso de la fuerza en contra de los manifestantes” denunciado por testigos de las protestas.
