The decision resonated like a door slam in the cheeks of hundreds, thousands of Cubans trapped in the almost limbo of this absurd migratory.
When this Friday, against all odds, the State Department made permanent what seemed temporary, and decided that the embassy opened by the Obama Administration would officially be a corpse, a shadow that operates with less than 60% of the personnel it needs, the The message stopped being subtle to be more than direct: Cubans are no longer welcome in the United States.
Or at least not as before. They will no longer be prodigal, blessed and at times spoiled children. The dismantling of favoritism began with the previous administration, and the current administration has decided to perpetuate it, although under the camouflage of the hard hand against the regime of Raúl Castro.
Already all the roads do not lead to Miami. There are no longer policies that measure the humidity of the feet and decide based on it if they win the Green Card or not.
I always had the impression that the elimination of “Dry Feet, Wet Feet” by a Democratic administration ended up being a settling of accounts of Barack Obama with a community that, whatever happens, sees in the Democratic Party something little less evil than the Communist Party.
One Democratic administration created that policy, another repealed it. And in the meantime, the Cuban exiles continued to embrace republicanism over evidence or new times. God never forgave Adam or the Cuban Americans for Kennedy.
The problem is that now a Republican administration has slammed the door shut after the Cuban-American welfare: between the narrow sea that separates Miami from Havana, there has been a sea of Cubans stranded in that land without being able to meet those of it.
At this point justify the bottleneck created since last September with the dismantling of the US embassy in Havana, with the sonic attacks -which is no longer known whether they were sonic or not, as recognized in the Senate Marco Rubio – sounds surly, blunt, empty.

To those, the State Department charged them non-reimbursable money for interviews that they lost, gave them a forward to Bogotá to look for their lives there, and now warns them that what seemed like a contingency period, will be normality.
To add insult to dismay, total departure for the 20 thousand annual visas that by all accounts already seems impossible to be granted in this 2018, except for a final marathon for which nobody bets.
The hallmark of the current US immigration policy with Cuba is misinformation. Seldom was it so blind. He rarely improvised so much, and he fell silent.
The United States and its current administration must finish drawing a fixed and unmistakable policy towards Cuba and its emigration. The same a total hard hand that also includes raising the bridge for Cubans who decide to emigrate, leaving them there without half measures or dissimulation; or establish a reliable and fair immigration system, where Cubans must not pass through third countries and third embassies in order to reach their true destination.
And the senators and congressmen elected on this side of the sea by that same Cuban community must now prove that they serve for more than just launching easy anti-Castro slogans and picnics at the Versailles window. For example, they also define themselves: for or against Cuban emigration. It will be a useful piece of information to remember in the next call of the polls.

Cuando este viernes, contra todo pronóstico, el Departamento de Estado convirtió en permanente lo que parecía temporal, y decidió que la embajada abierta por la Administración Obama sería oficialmente un cadáver, una sombra que opera con menos del 60% del personal que necesita, el mensaje dejó de ser sutil para ser más que directo: los cubanos ya no son bienvenidos en Estados Unidos.
O al menos no como antes. No serán más los hijos pródigos, bendecidos y por momentos malcriados. El desmontaje del favoritismo comenzó con la administración anterior, y la actual administración ha decidido perpetuarlo aunque bajo el camuflaje de la mano dura contra el régimen de Raúl Castro .
Ya todos los caminos no conducen a Miami. Ya no hay políticas que midan la humedad de los pies y decidan en función de ello si se ganan la Green Card o no.
Siempre tuve la impresión de que la eliminación de “Pies Secos, Pies Mojados” por una administración demócrata terminó siendo un ajuste de cuentas de Barack Obama con una comunidad que, pase lo que pase, ve en el Partido Demócrata a algo poco menos maléfico que el Partido Comunista.
Una administración demócrata creó esa política, otra la derogó. Y entre tanto, los cubanos exiliados siguieron abrazando al republicanismo por encima de evidencias o nuevos tiempos. Dios nunca perdonó a Adán ni los cubanoamericanos a Kennedy.
El problema es que ahora una administración republicana ha dado portazo tras portazo al bienestar cubanoamericano: entre el mar estrecho que separa a Miami de La Habana, ha quedado un mar de cubanos varados en aquella tierra sin poder reunirse con los de esta.
A estas alturas justificar el cuello de botella creado desde septiembre último con el desmontaje de la embajada estadounidense en La Habana, con los ataques sónicos -que ya no se sabe si fueron sónicos o no, según reconoció en el senado Marco Rubio – suena hosco, romo, vacío.
Aun para quienes estamos convencidos de que algo ocurrió, que las víctimas están ahí, fueron atendidas en UM en Miami, y que los Estados Unidos desde luego debían responder, el matiz de la respuesta es el que no acaba de cuajar. No hay que ser politólogo de raza para advertir la jugarreta: demasiada reacción para tan poca acción. Hay demasiado perjuicio migratorio para tan poca prueba en la mano.
Dos decenas (hasta inicios de 2018) de delegaciones del FBI, cientos de entrevistas, recopilaciones de datos, montañas de archivos… y poco o nada se sabe de qué pasó con los diplomáticos estadounidenses y canadienses.
Pero en tanto, que paguen los cubanos que siguieron disciplinadamente los trámites migratorios legales. Los que no se lanzaron al mar o no cruzaron fronteras. Que paguen los que esperaron pacientemente por reclamaciones o visas fiancé o cualquiera de las categorías legales, y que tenían sus fechas de entrevista y rezaban cada noche porque nada les aguara la fiesta.
A esos, el Departamento de Estado les cobró plata no reembolsable por entrevistas que perdieron, les dio forward hasta Bogotá a que se buscaran la vida allá, y ahora les avisa de que esto que parecía un período de contingencia, será la normalidad.
Para colmo de desconcierto, mutis total por las 20 mil visas anuales que a todas luces ya parece imposible que se otorguen en este 2018, salvo una maratón final por la que nadie apuesta.
El sello distintivo de la actual política migratoria de Estados Unidos con Cuba es la desinformación. Pocas veces se estuvo tan a ciegas. Pocas veces se improvisó tanto, y se calló tanto.
Los Estados Unidos y su actual administración deben terminar de trazar una política fija e inconfundible hacia Cuba y su emigración. Lo mismo una mano dura total que incluya también levantar el puente para los cubanos que decidan emigrar, dejarlos allá sin medias tintas o disimulos; o establecer un sistema migratorio fiable y justo, donde los cubanos no deban pasar por terceros países y terceras embajadas para poder llegar a su verdadero destino.
Y los senadores y congresistas elegidos de este lado del mar por esa misma comunidad cubana deben probar ahora que sirven para algo más que lanzar fáciles consignas anticastristas y merendar en la ventana del Versailles. Por ejemplo, definirse ellos también: a favor o en contra de la emigración cubana. Será un dato útil para recordar en el próximo llamado de las urnas.
