Y entonces, cipayo al fin, declara la guerra a Alemania y Austria, siguiendo los pasos de sus amos en aquella Primera Guerra Mundial.
Ahora hablando de una guerrita interna: Menocal se reelige fraudulentamente. Viene entonces el frustrado alzamiento de La Chambelona, pero los pronunciados en armas encuentran el rechazo de los vecinos norteños, quienes los acusan de germanófilos.
