The country of this September is not the same as a few weeks ago, and yet it is very familiar, because it is the state of emergency in which we have always lived.
In small Cuban towns, when many families did not know if they would survive this Sunday morning, countless thoughts went to their relatives in Miami, who were waiting for the arrival of the hurricane. The same thing happened in the opposite direction. The insula and the peninsula barked together, suffered in synchrony and shared the misfortune.
On the other hand, the complex national situation has since this weekend an unexpected variable. It is necessary to thaw the licenses for self-employment, to expand the number of occupations allowed and to establish a moratorium on the payment of taxes for the most affected areas. These measures can help to rebuild the nation’s economic fabric.
International organizations need to be able to channel their aid directly and with less bureaucracy. This is the only way to prevent resources from being left in the headwaters of provinces, in institutional stores where the subtraction of resources depletes their quantity or in store shelves where they are sold at prices inaccessible to the poorest.

La última página del libro de Raúl Castro al frente del país está en blanco. Ahora debe decidir si llenarla con gestos de control o de apertura; si contribuir al hundimiento de la Isla o ayudar a reflotarla.
Hay una calma rara en La Habana tras el paso del huracán Irma. Tantos años de crisis han dejado en la ciudadanía cierta resignación a la hora de afrontar nuevas tragedias. El país de este septiembre no es el mismo de hace unas semanas y, sin embargo, resulta muy familiar, pues es el estado de emergencia en el que siempre hemos vivido.
La caprichosa Irma nos ha dejado algunas certezas. La primera de ellas tiene que ver con ese puente de tragedia que unió a Cuba y Florida durante estos complejos días de vientos, inundaciones y cortes de suministro eléctrico. La naturaleza conectó lo que la política ha separado durante décadas.
El país de este septiembre no es el mismo de hace unas semanas y, sin embargo, resulta muy familiar, pues es el estado de emergencia en el que siempre hemos vivido.
En los pequeños pueblos cubanos, cuando muchas familias no sabían si sobrevivirían a esa madrugada de domingo, un sinnúmero de pensamientos fueron para sus parientes en Miami, que esperaban la llegada del huracán. Lo mismo ocurrió en dirección contraria. La ínsula y la península latieron juntas, sufrieron en sincronía y compartieron la desgracia.
Por otra parte, la compleja situación nacional tiene desde este fin de semana una variable inesperada. Pocos antes de que se conozca el nombre del próximo presidente –y cuando muchos analistas aseguraban que solo quedaba “el coser y cantar” de un traspaso de mando bien atado– el país es un manojo de ruinas y el futuro gobernante, el heredero de una inmensa hipoteca.
La pérdida de al menos diez vidas humanas es el saldo más trágico, pero la víctima más palmaria de Irma ha sido la esperanza. Los damnificados saben que recuperar un refrigerador, un colchón o una cocina perdida entre las aguas puede costarles el resto de sus vidas. Sus expectativas a corto y mediano plazo están por los suelos.
La falta de liquidez que padecen las arcas nacionales y el desabastecimiento imperante en los mercados, que ya dificultaban la vida cotidiana antes de la llegada de Irma, se hacen más profundas con este golpe climatológico. Las expectativas de crecimiento del PIB –que el año pasado terminó en número negativos– han dejado de ser realistas y el sector turístico tardará meses en recuperarse.
La sensación que invade a millones de personas a lo largo de la nación es que vienen días aún más difíciles. Tiempos de carestía, penurias y tensión social. Solo un generoso golpe de timón desde el poder y la solidaridad internacional podrían acortar los plazos de una recuperación que se prevé larga y compleja.
La ayuda exterior hará su parte, pero el Gobierno debe tomar decisiones importantes para aliviar el sufrimiento de quienes han perdido todos o buena parte de sus bienes. Eliminar las restricciones a las importaciones personales y permitir las importaciones comerciales en manos privadas ayudaría a que entren ingentes recursos al país en los próximos meses.
En tiempos como estos urge que se puedan traer desde fuera vehículos, materiales de construcción, medicamentos en grandes cantidades y maquinarias agrícolas.
Es necesario descongelar las licencias para el trabajo por cuenta propia, ampliar el número de ocupaciones permitidas y establecer una moratoria en el pago de impuestos para las zonas más afectadas. Estas medidas pueden contribuir a rehacer el tejido económico de la nación.
Las organizaciones internacionales tienen que poder canalizar su ayuda de manera directa y con menos burocracia. Solo así se evita que los recursos se queden en las cabeceras de provincias, en almacenes institucionales donde la sustracción de recursos merma su cantidad o en los anaqueles de las tiendas donde se venden a precios inaccesibles para los más pobres.
