Panama Deputy Foreign Minister Luis Miguel Hincapie said he could not refuse the passage of the Cuban nationality because migrants trafficking would increase, and being a long-standing issue, should receive a humanitarian approach.
He said Cubans who are passing through Panama have the money to pay for their own bus fares, and how government will work on a solution with all countries of the region.
Part of that solution would be to implement a pilot scheme from next January to transfer aliens from Costa Rica to El Salvador and then to Mexico.
Hincapie said that Cuba is not new to use the transit country, but came to increase with the approach of the United States and Cuba and the fear that the asylum receiving these Caribbean in the North American country is eliminated.
He said that one of the requirements for Cubans to receive such benefit would be its income from land, and promptly claimed that the law would not change in the United States by the proximity of an election process.

El vicecanciller Luis Miguel Hincapié señaló que no puede negarse el paso de los migrantes con nacionalidad cubana porque se aumentaría el tráfico de personas, y al tratarse de un tema de vieja data, debe recibir un enfoque humanitario.
Aseguró que los cubanos que están de paso por Panamá cuentan con el dinero para pagar sus propios pasajes de buses, y como Gobierno se trabajará en una solución con todos los países de la región.
Parte de esa solución sería aplicar un plan piloto desde enero próximo para trasladar a los extranjeros desde Costa Rica a El Salvador y de allí a México.
Hincapié dijo que no es nuevo que cubanos utilicen el país para hacer su tránsito, pero vino a acrecentarse con el acercamiento de los Estados Unidos y Cuba y el temor de que se elimine el asilo que reciben estos caribeños en el país norteamericano.
Sostuvo que uno de los requisitos para que los cubanos reciban dicho beneficio sería su ingreso por tierra, y afirmó que prontamente no se modificaría la ley en Estados Unidos por la proximidad de un proceso de elecciones.
