La política exterior de España es lamentable, especialmente en todo lo referido a Iberoamérica, por mucho que en la misma web del ministerio de Exteriores califiquen la región como “una prioridad”… eso sí, ilustrándolo con una fotografía en blanco y negro del rey Juan Carlos en su primera visita oficial a Iberoamérica. Quizás, es un modo de reflejar la política que lleva a cabo el ministro García Margallo, en blanco y negro.
De otro modo no se puede explicar que en el proceso de normalidad diplomática que está viviendo Cuba, España no haya pintado absolutamente nada. Fue Obama y el propio Papa Francisco quienes tuvieron ese rol protagonista mientras nuestro país asistía al hito histórico desde el patio de butacas y en última fila. ¿Cómo se puede explicar que hace dos años, en la I Cumbre de la Comunidad de Estados Latinoamericanos y Caribeños y la Unión Europea (CELAC-UE), Rajoy mendigara relaciones comerciales e inversión extranjera? ¿Cómo es posible que unos meses antes de aquel encuentro, en la XXII Cumbre Iberoamericana en Cádiz, Rajoy desplegara el mismo cariz pedigüeño y luego el Ejecutivo no sea capaz, no ya de liderar, sino siquiera de participar en el proceso de Cuba?
Asumida la ineptitud española en ese campo, con posterioridad al anuncio del resestablecimieno de relaciones entre EEUU y Cuba, Rajoy y los suyos no han sido capaces de realizar un acercamiento con la isla. Algo, que el propio Rodríguez Zapatero, con su viaje y reunión con los Castro, aprovechó para dejar en evidencia a García Margallo, que no supo más que patalear mediáticamente.
Ayer, Hollande volvió a dejarnos en ridículo. No es que lo hiciera a propósito, sino que al visitar Cuba no sólo se retrató a él mismo sino que, además, también dejó a España en el lugar al que nos ha condenado la incapacidad de Margallo. En primer lugar, digo que se retrató porque vino a dar la cara por Cuba en algo en lo que el propio Obama se ha adelantado: la solicitud del levantamiento del embargo. Se delata así Hollande como la Francia sumisa y servil que ha actuado como telonero de EEUU en los últimos años; la misma servidumbre del resto de Europa.
Hollande será el primero de una larga lista de mandatarios que ahora no ven a Cuba tan mala, que después de que Obama reconociera públicamente que el embargo durante 50 años ha sido una equivocación, se sumen a una demanda que, en realidad, es una mera cuestión de respeto por los Derechos Humanos. ¿Por qué no dieron la cara por la isla antes? ¿Acaso fue porque eso implicaría chocar con la todopoderosa EEUU y, por ello, antepusieron otros intereses a los de la propia vida humana?
Mientras, España metida en su agujero. Otra ocasión perdida para ejercer el papel que nos corresponde realmente en Iberoamérica, que es el de puente con Europa, el de hermano, que no Madre Patria. Quizás, detrás de esta cerrazón a viajar a Cuba -al menos oficialmente, porque extraoficialmente cuentan que Rajoy ha marcado la isla como una perfecta ‘escapadita lúdica’ en el pasado- se encuentran únicamente razones partidistas.
Buena parte de los votantes del PP, con Esperanza Aguirre a la cabeza, ven a Cuba como el demonio rojo y tirano que amenaza la libertad. Quizás por eso, desde el partido de la gaviota han estado años haciendo, precisamente, de lo que acusan a Venezuela con Podemos: financiar fuerzas políticas opositoras en el extranjero… algo de lo que, seguramente, sabe mucho el reintegrado Carromero, capaz de ser condenado a homicidio involuntario y en menos que canta un gallo, no sólo estar en la calle, sino asumir cargos públicos. Sea como fuere, el papel que está asumiendo España en este proceso, sencillamente, es del más absoluto de los ridículos. Bochornoso.

Spain’s foreign policy is regrettable, especially in everything related to Latin America, much as in the same web Foreign Ministry qualify the region as “a priority” … yes, illustrating it with a black and white photograph of King John Carlos on his first official visit to Latin America.
