COMIENZA LA UNIÓN EUROPEA Y CUBA SU SEGUNDA RONDA DE NEGOCIACIONES.
La Unión Europea (UE) y Cuba darán mañana comienzo a la segunda ronda de negociación del acuerdo de diálogo político y cooperación entre ambas partes, tras unas primeras conversaciones que se celebraron en La Habana en abril.Fuentes diplomáticas indicaron a Efe que esta ronda se centrará en abordar cuestiones en torno al diálogo político y la cooperación entre ambas partes, el punto más sensible de las discusiones al que se dedicará buena parte del encuentro.
Los negociadores, que comenzarán a las 08.00 GMT y durarán dos días, también se adentrarán en las líneas maestras del aspecto comercial del acuerdo.Cuba es el único país de América Latina con el que la UE no tiene un acuerdo bilateral y al que aplica desde 1996 la llamada “posición común”, una política restrictiva muy criticada por La Habana y que condiciona las relaciones con la isla a avances democráticos y en materia de derechos humanos.La UE relajó el pasado 10 de febrero su posición al aprobar un mandato para abrir la negociación del primer acuerdo bilateral con Cuba, tras constatar “cambios” en áreas de la economía y las estructuras sociales de la isla.
La primera ronda de este acuerdo tuvo lugar en La Habana los días 29 y 30 de abril, en la que se consensuó una hoja de ruta sobre el proceso de negociación y pactó la estructura general del futuro acuerdo.En principio, las rondas se celebrarán cada dos meses, período en el que ambas partes mantienen contactos informales.
Mientras se negocia el acuerdo bilateral, la UE mantendrá su “posición común” hacia Cuba, que no puede ser retirada salvo que exista un acuerdo unánime de los 28 Estados miembros.El director general para América del Servicio Europeo de Acción Exterior, Christian Leffler, que participó en la primera ronda de negociaciones, dijo entonces que el acuerdo bilateral persigue ser una “plataforma para un mejor entendimiento” de las diferencias y para “identificar caminos hacia la convergencia”.En esta segunda ronda de negociaciones con la UE, la delegación cubana estará encabezada por el viceministro de Relaciones Exteriores,
