NUEVA LEY NO PROHÍBE A EXILIADOS CUBANOS INVERTIR, NO LO PROMUEVE.
‘La ley no lo prohíbe, la política no lo promueve’, dijo el ministro Isidoro Malmierca y advierte que ‘en ningún caso’ se permitirá la participación privada en los medios de comunicación.
La Habana aseguró el viernes que la nueva Ley de Inversión Extranjera no prohíbe la inversión de los “cubanos residentes en el exterior”, pero tampoco la promueve.
“Cuba no irá a buscar inversión extranjera a Miami. La ley no lo prohíbe, la política no lo promueve”, dijo Rodrigo Malmierca, ministro de Comercio Exterior e Inversión Extranjera, según la agencia oficial Prensa Latina.
En estos términos, la ley será similar a la anterior (1995), pues deja a discreción del régimen la autorización de posibles inversiones por parte de emigrantes cubanos.
Una experiencia parecida se produjo hace unos años, cuando el régimen eliminó el requerimiento de visas frecuentes para los emigrados cubanos, y las sustituyó por la llamada “habilitación del pasaporte”.
Entonces se permitió la entrada, previa autorización inicial, a quienes no hubiesen desarrollado “actividades dañinas y repugnantes contra la revolución”.
La nueva ley considera inversionista extranjero a la “persona natural o jurídica con domicilio y capital en el extranjero, lo cual incluye a los ciudadanos de la isla residentes en el exterior”, añadió Malmierca.
En casi 19 años de vigencia de la ley anterior, no se registró en Cuba ninguna inversión directa de emigrados. Los especialistas citan dos razones: voluntad política y las restricciones del embargo norteamericano, reporta AFP.
El ministro reiteró que se autorizarán “actividades que no afecten la defensa, la seguridad nacional, el patrimonio de la nación y el medio ambiente”.
Además advirtió que existen “sectores que, por mandato constitucional, quedan exentos, como son los medios de comunicación”.
“La carta magna establece que esos, en ningún caso, serán de propiedad privada”, afirmó.
