¿Que significaría para la economía cubana la muerte de Chávez o la pérdida de las elecciones?

En un principio, marcaría la pérdida del suministro actual de petróleo y el recorte del capital millonario que recibe el gobierno cubano por los trabajadores civiles cubanos que desempeñan misiones en Venezuela. Significaría -nuevamente- la perdida del principal socio comercial.

Y no debe perderse de vista que la repatriación de toda esa fuerza laboral hacia la isla y su reinserción en la burocracia estatal que el gobierno está empeñado en eliminar, provocaría un cuello de botella que no encaja en el cambio de modelo que impulsa actualmente el gobierno cubano.

Estratégicamente, el cambio de modelo cubano estaría obligado a acelerarse con reformas más profundas a fin de evitar el colapso, pues no son tiempos de cuchillos largos en la noche ni de tanques en la calle, Esas recetas represivas han dehado de ser efectivas en el siglo XXI por el costo político que arrastran. Los recientes acontecimientos en el Medio Oriente no dejan margen a la duda.

El Plan B iría por una mayor apertura al capital extranjero, con variantes más atractivas y flexibles que garanticen el desarrollo de la industria petrolera, el incremento del turismo, la recuperación de la industria azucarera, el estímulo al desarrollo de la agricultura y la apertura del sector privado a los profesionales.

Un plan estratégico

En un plan semejante, sin dudas, un replanteamiento estratégico de las relaciones del gobierno cubano con el exilio deben ser uno de los elementos clave, y la Iglesia Católica puede jugar un rol importante para sentar las bases de una reconciliación necesaria.

Durante los últimos tres años, la administración de Barack Obama le ha facilitado al gobierno cubano una serie de medidas que han servido para incrementar el poder adquisitivo de la población y el acercamiento de las familias, a partir de la liberación de los viajes a Cuba y de los envíos de remesas, entre otras medidas. Al mimo tiempo, no ha puesto trabas al recién comienzo de la exploración petrolera en aguas profundas cercanas a la Florida.

También es inédita la autorización de 13 aeropuertos norteamericanos para realizar vuelos directos a Cuba, en un giro de política no visto en los últimos 50 años.

Todas estas medidas en conjunto constituyen una base sólida para un posible replanteamiento del embargo en un eventual -y cada vez más posible- segundo mandato de Obama. Por lo pronto, habría que solucionar el diferendo reanimado por el caso del contratista Alan Gross, preso en La Habana desde el 2009.

Inesperadamente, un tsunami ha aparecido en la Habana.

La aceleración de las reformas parece ser la solución mas benévola y efectiva ante la nueva situación generada por la enfermedad del mandatario venezolano. La octogenaria nomenclatura cubana sabe que corre el mismo riesgo que Chávez.

No hay tiempo para más retórica política. Los países aliados de Venezuela están captando el mismo mensaje y una alarma recorre América Latina y el Caribe. El gobierno de Raúl Castro tiene una oportunidad histórica y sólo depende de él saber aprovecharla.
