En un importante paso atraer el turismo internacional hacia la isla, el gobierno cubano anunció normativas que regirán el uso y funcionamiento de las marinas turísticas como parte de las transformaciones económicas que acomete el país.
El gobernante Raúl Castro acaba de firmar el Decreto 314/2013 del Consejo de Ministros titulado “De las Marinas Turísticas” para autorizar la construcción y habilitación de marinas que acojan el turismo internacional, y optimizar el procesamiento de las entradas y salidas de barcos de recreo. El documento fue publicado en la Gaceta Oficial Extraordinaria del pasado 21 de noviembre, acompañado por sendas resoluciones de los ministerios de Finanzas y Precios, y de Turismo.
La reglamentación emitida busca establecer las normas para la entrada y despacho de embarcaciones, así como fortalecer la competitividad de las marinas turísticas cubanas.
Por cada embarcación que arribe a la marina se suscribirá un contrato de servicio entre la Administración y el yatista, en el que se consignarán las características de la embarcación y los derechos y obligaciones de las partes. La Administración de la marina mantendrá el control de los contratos, los que estarán a disposición de cualquier agente o autoridad pública que los solicite.
Se establece que “las embarcaciones de recreo en viaje de placer, podrán permanecer en el territorio nacional hasta cinco años”, plazo que podrá ser prorrogado por la marina. Si el yatista de una embarcación surta en la marina necesita ausentarse por períodos prolongados o salir del territorio nacional, deberá suscribir un contrato para garantizar la custodia de la embarcación y los servicios que pueda requerir durante el período de ausencia, con abono por anticipado del importe que corresponda.

El pago unificado y por única vez del impuesto por los trámites de certificado de despacho de salida o de entrada a puerto de embarcaciones que arriben o zarpen de la isla, así como el permiso especial de navegación a embarcaciones extranjeras de recreo, será de 55 pesos convertibles (CUC).
En la búsqueda de ingresos financieros por los que clama el país, se ha creado la Comisión de Náutica y todo un regalamento para proponer áreas costeras donde se pueden construir esas marinas turísticas.
Lo novedoso del documento es la creación de un portal en internet para agilizar el despacho que autoriza la entrada de embarcaciones turisticas a Cuba. Con la creación de este portal digital, los capitanes de yates o patrones podran pedir permiso por adelantado al Ministerio de Turismo para entrar a Cuba, proporcionando la lista de tripulantes y viajeros, de manera que el filtro militar los apruebe.
Ese filtro siempre había estado en manos de la Capitania de Puertos, un órgano que controlan las Fuerzas Armadas Rervolucionarias (FAR). Ahora los militares de la Marina de Guerra que permanecían ociosos se harán a la mar a buscar dinero.
Las Marinas Turísticas constituyen una decisión acertada -no se puede decir lo contrario- y es la primera vez que una isla que lleva medio siglo de espaldas al mar, se prepara a tomar ventaja de su singular geografia.
Eso sí, Raúl Castro no está haciendo nada que no haya probado primero. Ya muchos estadounidenses han llegado a Cuba con sus yates y entre ellos personalidades que piden no se les marque el pasaporte con la visa cubana. Todo eso está previsto, solo tienen que pagar el impuesto mencionado.
Un tirón al embargo
La palabra “marina” se utiliza para describir a todos los puertos relacionados con embarcaciones de recreación y turismo. Este uso es habitual en las regiones de América Latina con mayor desarrollo de la infraestructura náutica. Se le considera en general sinónimo de puerto deportivo.

.. La pregunta que se desprende de estas “regulaciones para el turismo” es si ahora los cubanos que viven en Miami podrán comprarle un bote a sus familiares para pasear alrededor de las costas cubanas.
De todas maneras, lo que sí queda claro es que se trata de otro tirón de la cuerda para aflojar el enbargo, en momentos en que el flujo de visitantes estadounidenses que llega a Marina Hemingway se multiplica cada año,
Con las marinas turísticas Raúl Castro plantea una nueva tentación para el turismo estadounidense, necesitado con urgencia de capital inversionista y de dinero en efectivo a corto plazo.

GOVERNMENT OPEN THE USE OF TOURIST MARINES IN CUBA.
In a major step to attract international tourism to the island, the Cuban government announced regulations governing the use and operation of marine tourism as part of the economic transformations that the country undertakes .
